How Hard is it to Follow the Rules?

There are rule violations by players and coaches announced by the NCAA on a regular basis. The numerous violations are especially surprising considering the full staff dedicated to ensuring compliance in most athletics departments. Yet, anecdotal evidence suggests even the people within these departments who spend most of their days interpreting the rules often struggle with questions of what is within NCAA rules. Since most people have never interacted with (and would never want to read through) the 400 page manual, the table of contents through section 3 (out of 20) is recreated below. The red bars represent the number of words in each section with the exact number to the left of the bars. While a number of words does not mean a document is confusing, the sheer number of words is surprising. To put this document in perspective, it's mainly meant to describe the NCAA's relationship with division 1 member institutions and define which student-athletes are eligible. There are also other manuals for Division 2, Division 3, and for each individual sport at each level.
